Part 1: Problem Statement/Health Issue

What is the health problem?
What is the local or national epidemiology?
What is occurring and to whom?
After you draft your problem statement, ask yourself:
Is the problem clearly articulated?
Can you identify the epidemiology for context?
Who is being impacted?

Part 2: Proposed Audience(s)

Who are the people you want to reach? For example, if they are teenagers, what teenagers? Can you define them in terms of demographics? Are they teenagers with a specific health concern?

Example #1: Problem Statement
Example 1: ACL (anterior cruciate ligament) injury and meniscus tears are very common among high school athletes, and account for 50% of the knee injuries [citation] reported yearly. High school athletes are at high risk of injury. The rate of ACL tears has been found to be as high as 6.5 per 100,000 athlete exposures (AEs) [citation]. Girls who play soccer were found to have the highest rate at 12.2 ALC tears per 100,000 AEs [citation]. People are unaware of this injury, and the behaviors that will minimize injury including avoiding certain movements, strengthening core muscles, proper stretching, exercising year round, and avoiding exercises when overly fatigued.

Specific audience: Female students who participate in sports between the ages of 12 and 14 who live in Kent (East Hill), Washington, and attend Meridian Middle School. this campaign will prepare middle school aged girls to be ready participate in high school sports where risk of injury is higher.
Example #2: Problem Statement
Gun violence is a public health crisis impacting every corner of Washington state. Though every Washingtonian is impacted by the gun violence epidemic, we are not impacted equally. Every year, 810 Washingtonians are killed by guns, a rate of 10.5 per 100,000 people. Someone is killed by a gun every 12 hours in Washington state.
The vast majority of gun deaths in Washington state—about 74 percent—are suicides. White and American Indian and Alaska Native people have the highest rate of gun suicide at 8.9 and 7.6 per 100,000 people respectively. More than 34 percent of Washingtonians report having a firearm in their household and 36 percent of people in gun-owning households practice safe storage—keeping firearms locked and unloaded.

Specific audience: Adult American Indian and Alaska Natives who live housed in King County and who have at least one gun in the home.
