The allocation of scarce resources requires leaders within the Intelligence Community to exercise careful planning and risk management.

OVERVIEW The allocation of scarce resources requires leaders within the Intelligence Community to exercise careful planning and risk management. In this exercise, you are given a hypothetical scenario to apply the knowledge, concepts, and best practices you have learned throughout the course to develop a leadership framework. This exercise requires you to fill out a resource allocation matrix and then justify your choices in an accompanying essay. INSTRUCTIONSY ou are the Director of an intelligence unit within the Central Intelligence Agency. Your unit’s current mission focuses exclusively on Chinese economic activities in East Africa. Your new mission is considerably broader – namely to analyze Chinese political, economic, and military activities in Africa as a whole. Your boss has tasked you with the responsibility to develop a proposed organizational framework designed to meet your unit’s new (and expanded) mission. Higher Headquarters is providing you with a $5 million (maximum) annual budget for this effort (more than double your existing budget). Applying what you have learned about what it takes to recruit, retain, and educate a top-quality workforce, your assignment is to allocate this $5 million budget for salaries, professional development, recruiting, and risk mitigation measures. Your proposal must not exceed the $5 million cap directed by Higher Headquarters.• Your assignment consists of two main parts: 1) filling in the highlighted portions of the Resource Allocation Matrix provided in the Resources section of the assignment page in Canvas, and 2) writing a separate essay that explains your key choices.• In making your resource allocation decisions, you should assume the following:o Higher Headquarters has set the new mission for your unit, so this cannot be altered.o The salaries associated with specific positions (e.g., Senior Manager, Senior Analyst, etc.) will remain the same in the new organization. You may, however, change the number (increase or decrease) of specific positions. You are also free to add new types of intelligence analysts (e.g., Economic Analyst) to meet your unit’s new mission requirements. o You are free to adjust/modify the unit’s professional development (training and education), recruiting strategy, and risk mitigation strategy .o Insert costs for specific line items in the highlighted parenthesis provided. o Tabulate the total cost of your proposed budget (bottom line) in the highlighted parenthesis provided. o Higher Headquarters will pay for office infrastructure, support, and supplies (e.g., computers, tech support), so you do not need to budget for these items. o Remember not to exceed the new budget cap set by Higher Headquarters.
